Things are not the same as this topic is going to become a challenge to top or senior management of ISO 9001:2008 and ISO certified organizations in upcoming preparation for transition to ISO 9001:2015 and ISO versions ahead.

With participation in couples of trainings, meetings and seminars discussion in recent months, there are concerns and considerations raised by senior management of certified organization about the things that top / senior management of certified organization should make changes in their current involvement in QMS and EMS. Some different perspectives are noted on this regard from technical peoples with different expertise and background. It can be helpful for all if we can have some common understanding. ' Leadership vs Management', one of controversial subject for discussion in recent public forum and seminar for transition of ISO 2015, this topic is not a topic in previous discussion of ISO 9001 since year 1987. However, ' Leadership' is explicitly defined in core text of Clause 5 of subsequent ISO development after introduction of High Level Structure (HLS) in Annex SL of ISO Directive Part 1 in Year 2012. This introduces a big challenge to ISO certified corporations / organizations regarding expectations on involvement of senior and top management for which are not explicitly requested in older version ISO standards. It triggers me to work on review and rethink what supposes an organization in fulfilling this clause of specification.

Differentiation between Leadership and Management This is a subject with many articles and public discussion available on Internet, in particular from management consultant. Therefore, ' Leadership' is something lesser tangible, but having an utimate goal in achieving organizational management systems' objectives. Since documentation requirement becomes more flexible for management standards written in accordance with framework of Annex SL, it is no wonder leadership becoming more important than ever, as documentation way in cascading management instructional means are possible to be totally or partially eliminated.
Impacts on Coverage of Audits On this, I would like to distinguish the discussion in respectively impacts on interal and external audits as follow: • Senior Management Participation in External Audits Management (top management / senior management) is anticipated to be involved in audit, expressing their accomplishment in leading the success and engagement of their colleagues in participation of management system execution. But it seems not being a concern or communication barrier for feedbacks from respondents for Western countries. There seems to be difference in difficulties and concerns within different nations of the world. For me, as Hongkong-ese, there is still something or type of anxiety for subordinate to audit management in our local situation.

It is definitely also a challenge for internal auditor to see things at the perspective or angle of horizon in senior management as well. 'Leadership Review' replaces 'Management Review' in new ISOs? No, just joking, it is not the case that Management Review is going to be replaced with Leadership Review in ISO specification.
There is no specfic ' Leadership Review' requirement in new ISO 2015 requirement, but I believe a leader of an organization keep on reviewing the effectiveness how their followers are motivated with the way they deliver the messages to team members. They may have certain review regular or irregularly the behaviourial change in accomplish the goal and objectives of company management systems, no matter they are in quality, environmental management or any other discipline specific objectives. In clause 9 of HLS, there is a requirement on performance evaluation. Top / Senior management personnels have their own leadership /management style in handling business and operational issues of enterprises. I believe it is not a big gap for them in performing their role as per the requirement in updated ISO specifications efficiently.
